Energy efficiency certificate obligation

 



The Royal Decree 235/2013 had established the obligation from the 1st of June 2013 for new constructed buildings, buildings or part of existing buildings that are rented out to a new tenant or are being sold, buildings or part of them in which a public authority occupies a useful surface or more than 250 square meters...to obtain an Energy Efficiency Certificate. This is a requirement if the property is going to be sold or rented.

In this Energy Efficiency Certificate there should be included technical, energy efficiency information and the minimum requirements regarding the energy efficiency in order to compare the property to acquire or to rent with other others similar based on a qualification and evaluation of the technical details.

1,641,822 foreign citizens registered with Spanish Social Security system in June



The number of foreign citizens registered with the Spanish Social Security system stood at 1,641,822 in June. This figure represents a decline of 9,568 or 0.58%. In year-on-year terms, the number of foreign citizens registered with the system continues to fall.

The year-on-year decline in the number of foreign contributors stands at -6.74%, compared with a rate of -3.72% for the Spanish Social Security system as a whole. These two indicators show a continuation of the trend already seen in previous months, insofar as that job losses continue to have more impact on foreign workers than those of Spanish nationality.

Unemployment falls back below six million in the second quarter



With Spain still locked in the grip of its longest recession since the restoration of democracy, the country was waiting anxiously for some signs of light at the end of the tunnel. It arrived on Thursday in the shape of the National Statistics Institute’s (INE) Active Population Survey (EPA) for the second quarter, when the economy created jobs – albeit of the poorest quality – and the number of people out of work fell below the sickening figure of six million, which was reached for the first time ever at the start of this year.

Number of registered unemployed sees biggest June fall on record



Tourism is the sector in Spain that is coping best with the tough economic climate, and a hiring drive ahead of the peak summer season is having a notable effect on unemployment figures. The number of people registered as unemployed in Spain at the end of June fell by 127,248 compared to the previous month, according to figures published on Tuesday by the Labor Ministry. The fall is not only the biggest ever registered since the current data series began in 1997, but is also the best monthly figure for this period. The number of registered unemployed in Spain now stands at 4,763,680.

We have a tax system that produces less than it should



Taxes in Spain are bipolar: despite having some of the highest rates in Europe, this country also has one of the lowest fiscal pressures - 31.4 percent of GDP, compared with an average of 39.5 percent in the euro zone. "We have a tax system that produces less than it should," explains Ignacio Zubiri, chair of applied economics at the Basque Country University. This can only be explained by a high level of fraud - several studies estimated the underground economy to represent around 20 percent of GDP, about 70 billion euros in fiscal terms. The system is also deemed to be inefficient, filled with exemptions and deductions that let taxpayers off the hook.
Last month Brussels asked the government for "a systematic review of the tax system by March 2014." Finance Minister Cristóbal Montoro assumes that he will have to follow "the guidelines" established by Europe. But he will do it "once tax receipts are normalized, in a different economic scenario," he has said.
The Spanish economy is languishing and taxable income has been plummeting in recent years. Since the crisis began in 2007, it has decreased by nearly 200 billion euros, or 20 percent of GDP. Given this situation, the government is tinkering with all the major taxes, trying to milk the system to the fullest to make it through this national emergency. In the last year, it has approved around 30 new tax reforms to try to increase revenues, yet the system still fails to produce the desired results.

Spanish Social Security system posts surplus of 7.78 billion euros in May



According to the performance data reflected in the accounting information system of the Social Security, the Social Security accounts posted a positive balance of 7.78 billion euros to 31 May 2013. This compares with 7.91 billion euros in the same period of the previous year.

This surplus of 7.78 billion euros corresponds to the difference between recognised revenue from non-financial transactions of 52.97 billion euros (up 2.01%) and recognised expenses of 45.2 billion euros (up 2.66% on the same period in the previous year). Expenditure not yet charged to the budget at this time would amount to approximately 900 million euros.
